II.2.4) Description of the procurement

Fife Council intends to enter into a Framework Contract to provide Timber Preservation & Rot Treatment for Domestic & Non-Domestic Properties.

The main aim of the Framework Contract is to identify a suitable Contractor, who can deliver a high-quality service. The Framework Contract will allow quick appointments to be made as the usual competitive tendering process will not be required for individual projects.

The works comprise: the timber preservation treatment and eradication of rot and associated remedial works including electrical, plumbing and central heating works, within Council owned domestic and non-domestic properties throughout Fife.

The work can be summarised as follows:

Preservation and rot treatment: Renewing infected timber across all building elements e.g. roofs, walls, floors etc. Removal of timber safe lintels and replacing with pre-stressed concrete lintels. Plasterwork. Inorganic preservative, chemical treatments.

Ancillary Items (Domestic): Work in connection with existing kitchen fitments, sanitary appliances, central heating appliances, gas fittings and electrical fittings.

Damp Proofing Works: Chemical damp proof courses. Plastic damp proof courses. Associated works.

4B.1.1 Bidders will be required to provide their “general” yearly turnover for the past 2 years.

4B.3 Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were setup/started trading

4B.4 The Liquidity Ratio will be applied - Current Assets will be divided by Current Liabilities. Tenderers are to provide their current assets and Current liabilities in relation to their published accounts for the last 2 years.

4B.5.1 The Bidder is to confirm they have or commit to obtain the relevant cover for Employers Liability Insurance

4B.5.2 The Bidder is to confirm they have or commit to obtain the relevant cover for Public Liability & Professional Negligence Insurance


Minimum level(s) of standards required:

4B.1.1 Minimum turnover to be 1.5M GBP

4B.4 Tenderers are expected to achieve a ratio of 1 or more. Where a Tenderer does not meet this requirement further details should be provided to confirm why and the Council may undertake additional financial checks and a qualitative judgement shall be made as to the financial capacity of the Tenderer.

4B.5.1 Minimum level of cover required 10M GBP

4B.5.2 Minimum level of cover required for Public Liability 2.5M GBP

4C.1 Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the works. Bidders are to provide 3 examples of works similar to the contract requirement.

4C.6 Bidders will be required to be Full members of the Property Care Association (or equivalent)

Asbestos Awareness Training Certification

GasSafe registered engineers

Construction Skills Certification Scheme (or equivalent)

Minimum level(s) of standards required:

4C.1 All 3 examples provided must score 2 or more points to progress. The scoring key is detailed below;

0 Very Poor – nil or inadequate response. Fails to demonstrate an ability to meet the requirement.

1 Poor – response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.

2 Acceptable – response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.

3 Good – response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.

4 Excellent – response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

4C.6 Bidders will be required to be Full members of the Property Care Association (or equivalent)

The Contractor will be required to carry out surveys and provide a fully detailed Survey Report on the extent of any infestation, dampness, rot or the like. The report will include the Contractors recommendations to eradicate any infestation, dampness, rot or the like.

The survey to be carried out by a Certificated Surveyor in Remedial Treatments (CSRT) qualified surveyor.

Bidders will be required to provide documented arrangements that the organisation has a system for monitoring quality management procedures on an on-going basis. The bidder’s organisation must be able to provide evidence of systematic, periodic review and improvement of quality in respect of output and general performance. Also documented arrangements for ensuring that the bidder’ suppliers apply H&S measures to a standard appropriate to the work for which they are being engaged. This must demonstrate that the bidder’s organisation has, and implements, H&S procedures, CDM.

4D.2 The Bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate,

or

a)The bidder has a regularly reviewed documented policy regarding environmental management. This policy must include and describe the bidder’s environmental emergency response procedures, including the preparedness and response procedures for potential accidents and emergency response situations that give rise to significant environmental impacts (for example hazardous substances spill control). Documented arrangements for providing employees with training, information on environmental issues and procedures for dealing with waste (e.g. waste management plans, waste segregation, recycling etc.)
