Abstract: The North East of Scotland is experiencing significant growth with oil and gas companies planning to invest a further £100billion on projects in UK waters. This will build on the already growing Aberdeen City regional economy. Aberdeen is critical to the economy of the UK – with the region being one of the major contributors the UK Treasury. Its economic performance is demonstrated by a projected growth in both employment and population. To address this issue Aberdeen City and Shire defined the ‘Accelerate Aberdeen’ programme – a multi-stream project that seeks to provide the region with the world class infrastructure it requires to accommodate this growth. Aberdeen was a successful winner of UK Government Urban Broadband Fund to become a ‘Super Connected City’
The Council wishes to select a suitably qualified and experienced Contractor to design, deploy and operate city-wide wireless communication services in exchange for the right to use the Council’s street furniture and property assets in the coverage area. It is expected that the Contractor will select some of the available street furniture and other property assets to attach networking equipment to form a network capable of delivering wireless services. Upon completion of a successful procurement process, the Council intends to award a public services concession contract to the Contractor.
In addition there is a parallel programme to install Wi-Fi in public buildings such as council offices, community centres and learning centres. This will serve to widen access to internet based services across the City, bridge the digital divide and aid social inclusion.

The following two questions have been raised and our responses to each are shown: Question 1: "operate city-wide wireless communication services in exchange for the right to use the Council’s street furniture and property assets in the coverage area" Am reading this correctly you will give access to lamp posts and buildings owned by the council but we fund and sell the service over the network we build? Question 1 Reply: Aberdeen City Council will grant access to lamp posts, buildings and other infrastructure owned by the council in return for a rental and/or revenue share. The successful supplier will fund, build, manage, deliver and sell services over the network. Question 2: “Aberdeen City Council is planning a concession contract which will allow next generation wireless infrastructure operators to install base stations on council buildings and street furniture in return for accelerated deployment in the City and a rental/revenue share payment" Again I read this as we come build and manage and generate revenue from the network and profit share with the council because they are allowing you use lampposts and street furniture. It reads that you want a carrier or ISP can you please qualify this. Question 2 Reply: Aberdeen City Council envisages that a range of suppliers may be interested in the concession opportunity. This may include: - service providers - capacity wholesalers - systems integrators and managed service providers
