The purpose of this PIN is to gauge market interest in a potential future contract opportunity. It will also inform HIE’s procurement strategy ensuring that any procurement route subsequently selected is attractive to the marketplace and will provide a competitive tendering environment for efficient delivery of any future contract requirements.

Supporting communities to deliver economic and social impacts is a central part of HIE’s approach to achieving sustainable inclusive growth across the Highlands and Islands. HIE’s support to date has been able to:
- Substantially increase the capacity of local communities to undertake community-led development
- Support communities to address market failure in service delivery, especially in more rural and remote areas
- Develop income-generating assets.
The Scottish Government’s increased focus on Inclusive Growth and Empowerment will enable more communities to benefit from acquiring assets and have a role in service design/delivery; this will create many new opportunities over the life time of this project. However, it is anticipated these new opportunities for communities will be more complex in nature and will operate in a more competitive funding environment, therefore organisations will require more support to enhance their capacity to take forward new opportunities and ensure their financial sustainability.
HIE develops and implements support programmes which blend economic and social development. To ensure our support continues to meet the needs of our community clients we periodically undertake reviews and development new programmes. This project will enhance the support HIE provides mainly to Account Managed Communities and to smaller scale social enterprises.

By issuing this Prior Information Notice (PIN), HIE does not make any commitment to procure any of the stated services.

HIE may use information, comments etc. provided and/or future correspondence when compiling any final tender documents but reserves the right not to accept any such information, comments etc. from any respondent. This decision will be at the sole discretion of HIE.
The services required under this project may be divided in to Lots eg by Geographic location or type of support required etc and/or be awarded via Framework Agreement/s with single or multi-supplier arrangement/s.
In support of this exercise, HIE are holding a market engagement event at 10.30am on Tuesday 12th December 2017 at our main office in An Lochran, 10 Inverness Campus, Inverness. There will also be facilities for joining this meeting, via a link up, at some of our area offices as detailed in the attached document. In order to attend, interested parties must send the names of those attending (limited to max 2 per organisation) and the location you will be using, to email@example.com by noon on Tuesday 5th December using the title “SC PIN MARKET ENGAGEMENT DAY” in your email header.
In addition, to support potential suppliers with the bidding process, information from organisations such as the Co-operative Development Scotland (www.cdscotland.co.uk) and/or the Supplier Development Programme (www.sdpscotland.co.uk/) may also be available.
A summary note of the main areas discussed and any presentations used will be uploaded to PCS as soon as possible after the 12th December.
