II.2.4) Description of the procurement

PQQ for tenderer shortlist to include on ITT for the following construction project: Demolition of existing steel framed, brick clad 1920’s cinema building with partial retention and making good of stone boundary walls within recognised conservation area. Remedial works to site including grouting and piling with new build steel framed cinema building predominantly across a single storey with upper level plant room over second hall.

Accommodation comprises of 730 square metres of flexible space including 2 number cinema spaces with bleacher seating and flexible use as community halls. Bookable office space, commercial café space and commercial kitchen, office accommodation, ancillary storage and toilet provision with upper level enclosed plantroom.

Works that are required to be undertaken by the successful tenderer within the project include but are not limited to:

- Demolition of existing cinema building,

- Partial retention and refurbishment of existing stone boundary wall,

- Grouting of site in accordance with detailed quotation,

- Construction of single storey steel framed building with upper level plantroom area all in accordance with drawings and specification,

- External works again in accordance with drawings and specification

III.1) Conditions for participation

If required by the member state, Tenderer's are required to be enrolled in the relevant professional or trade registers within the country in which they are established.

III.1.2) Economic and financial standing

List and brief description of selection criteria:

Tenderer's will be required to have a minimum “general” yearly turnover of 8,000,000 GBP for the last two (2) years.

It is a requirement of this contract that Tenderer's hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:

Employer’s (Compulsory) Liability Insurance - 10,000,000 GBP

Public Liability Insurance - 10,000,000 GBP

Professional Indemnity Insurance - 1,000,000 GBP

Tenderers to submit last 2 financial years' audited accounts and details of significant changes since the last financial year end.


Minimum level(s) of standards required:

Tenderers must evidence a good credit rating and a general annual turnover of at least 8,000,000 GBP for their last two financial years. Tenderers are therefore required to detail their (“general”) yearly turnover for each of their previous two financial years.

Where required, the Trust may request evidence from Tenderers that details their annual turnover for the period stated.

Tenderers who commenced trading within the last for years and therefore unable to provide information for the timeframe stipulated must detail the date they started trading within their submission.

Any Tenderer unable to demonstrate the required general annual turnover stated to the Trust’s satisfaction will be assessed as a FAIL and will be excluded from the Procurement Process.

Tenderers must confirm they already have or commit to obtain prior to the commencement of the contract the stated level of insurance provision.

Tenderers unable to commit to obtain the levels of insurance detailed above may be assessed as a FAIL and be excluded from the Procurement Process.

III.1.3) Technical and professional ability

List and brief description of selection criteria:

A. Suitability: Bidders must provide evidence of enrollment in suitable professional and trade registers

B. Economic and Financial Standing: Bidders provide required evidence of financial standing over the last 2 financial years. In addition the bidder must provide evidence of required insurance cover

C. Technical and Professional Ability: Bidders are required to provide evidence of having necessary capacity and capability to deliver the requirement. This includes details of a minimum of 4 similar projects completed in the past 6 years.

D. Quality Assurance Schemes and Environmental Management Standards: Bidders require to provide evidence of relevant certification drawn up by independent bodies for quality assurance schemes and environmental management systems and standards.

E. Health and Safety: Bidders to provide company Health and safety Policy Documents and describe how these will be used in a project of this nature.

F. Resources and Relevant Experience: Bidders are required to identify staff numbers and key staff proposed to be allocated to this project

G. Community Benefit: Bidders to confirm willingness to participate in Community Benefit opportunities, extent of these opportunities and evidence of previous experience of community benefits on other projects of a similar nature
