II.2.4) Description of the procurement

The majority of the stock owned by the Association is in relation to pre-1919 sandstone tenements spread over nearly 120 tenement closes. In some instances, the Association owns all properties within each close and for others, the ownership is multi-tenure. In the instance of 8 and 10 Skipness Drive, all affected properties are owned by the Association. All tenements, including these two closes were subject to previous repair and improvement works during the 1970s and 1980s and all are now in need of improvement works relating to: new double-glazed windows, stonework repairs, renewal of gutters and downpipes; necessary remedial works to chimneys and where appropriate external insulated cladding. It should be noted that the tenants will continue living in the properties during the execution of the works.

The ESPD will be assessed on the basis of a 100% Qualitative Assessment. We are only looking to score the Quality Submission and assess the Tender of the six (6) highest scoring bidders through &/or those who score the required threshold 70% or 70 marks and above in the ESPD. If we only score 4 above the 70% threshold then we will only score the Quality Submission and assess the Tender of the 4 through to be invited to submit a tender. The minimum that we will take through to tender stage will be 3. Thereafter, a letter will be issued to each Contractor advising on the outcome of the process. De-briefing information will also be provided where requested. However, Linthouse Housing Association reserves the right to invite more or less should the scoring not reflect aspirational requirements.

Successful Contractors from ESPD scoring shall have the Quality Submission and Tenders Assessed. The contract award will be determined by reference to a MEAT (Most Economically Advantageous Tender) evaluation based on a 40/60 Price/Quality ratio. Details are set out in the Contract Notice and Quality Questionnaire (QQ) documents. The Employer is not bound however to accept the lowest or any tender.
