NDCT wish to appoint a design team to work with them on the upgrade of Buccleuch House and grounds to provide a new community learning centre and accommodation suite.

This is the first of a series of projects NDCT plan to upgrade, but the appointed team will be expected to provide sketch designs for other projects as part of this appointment to aid community consultation.

The Tender Evaluation will be made based on the relevant experience, track record, understanding of the project and its challenges, the quality of the team and its ability to work with the Client. Price will not necessarily be the determining factor. However, a clear demonstration of value for money must be provided for the project.

The quality/price ratio for the project is: 50% quality, 50% price. The criteria for evaluating written responses are as follows:

Quality scoring will be assessed broadly based on the 0-10-point scale:

0-2 A detrimental response/answer/solution – limited or poor evidence of skill/experience/resource sought; high risk that relevant skills/resource will not be available

3-4 Less than acceptable response/answer/solution – lacks convincing evidence of skill/experience/resource sought; lack of real understanding of requirement or evidence of ability to deliver; medium risk that relevant skills/resource will not be available

5 Acceptable response/answer/solution to our requirement; evidence given of skill/experience/resource sought

6-7 Better than acceptable - response/answer/solution demonstrates real understanding of requirement and evidence of ability/resource required to meet it (based on good experience of providing the services to other organisations with similar profiles)

8-9 Excellent - response/answer/solution gives real confidence (based on outstanding experience of providing the services to other organisations with similar profiles) that the supplier will add real value in managing the project and fielding a team with excellent skills

10 World Class – unlikely to be bettered. Engenders complete and total confidence in the provision of the services.
