Transport Scotland seeks a Consultant to conduct the Strategic Transport Projects Review (STPR2). The services require an independent analysis of Scotland’s multi-modal transport network to assess its current and future performance. The services entail modelling, appraisal and forecasting and taking account of policies from a new National Transport Strategy (NTS2). Network performance would be assessed and interventions proposed to address gaps and shortfalls. These would be assessed against operational criteria and priorities in the new NTS2, Scotland’s Economic Strategy and the Climate Change Plan. A Strategic Environmental Assessment (SEA) would be required. The review would identify projects across the strategic road and rail networks, active travel, island connectivity and the bus sector. It will align with the next National Planning Framework (NPF4) and inform a 20-year Infrastructure Investment plan for Scottish Ministers. Extensive stakeholder engagement would be undertaken.

II.2.4) Description of the procurement
Transport Scotland is an agency of the Scottish Government and contracts in the name of and on behalf of the Scottish Ministers.
The intent of this competition is to procure a suitably experienced service provider to undertake the project.
The Consultant will be procured through a competitive tender procedure, in accordance with the restricted procedure as stated in the Public Contracts (Scotland) Regulations 2015. Due to project complexity and related dependencies, the project requires to be performed by a single consultant and as such shall not be divided into lots.
To be considered for this contract economic operators will be required to complete the European Single Procurement Document ESPD in accordance with the Contract Notice. Economic operators shall be evaluated in accordance with the Public Contracts (Scotland) Regulations 2015, on the basis of information they provide within the ESPD.
II.2.14) Additional information
The estimated total value of the contract to the most economically advantageous tenderer is expected to be in the range of 2 500 000 – 5 000 000 GBP (exc. VAT). An Industry Information Day will be held between 10:30-12:00 hours on 18 May 2018 in Buchanan House, Glasgow. Attendance is restricted to two representatives per company whose names should be emailed in advance to the Contact Person.

VI.3) Additional information
Transport Scotland will conduct the proposed procurement process for the Contract on behalf of the Scottish Ministers. In the event of the conclusion of the contract, it is the intention that the Contract will be entered into between the Scottish Ministers and the most economically advantageous tenderers.
It is proposed that an Industry Information Day will be held between 10:30 and 12:00 hours on Friday 18 May 2018 in Buchanan House, Glasgow. Attendance is restricted to two representatives per company and to facilitate entry on arrival the names of proposed attendees should be emailed in advance to the contact person (Neil.Johnstone@transport.gov.scot).
The intention of the Information Day is to enable potential contractors to better understand the scope of the contract and the procurement process, such that a productive procurement competition can be achieved.
Transport Scotland will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation at this Information Day will not preclude suppliers or advantage /disadvantage any supplier’s ability to participate in this procurement.
Transport Scotland and the Scottish Ministers shall have no liability for any costs however incurred by those attending the Information Day, attendance at subsequent meetings, or involvement in the procurement competition.
Direct or indirect canvassing of any Transport Scotland official concerning this procurement, or any attempt to procure information from any Transport Scotland official concerning this Prior Information Notice (PIN) outside of the formal process described in this document may result in the disqualification of the supplier from this procurement, and consideration in any future procurement activity.
No information contained in this document or in any communication made between Transport Scotland and any supplier in connection with this document shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this document.
