Total quantity or scope of tender

The DPS is established across 5 categories (Lots) as follows:

Lot No: 1 - Epedemiology expertise

This Lot will be for Health specialists who can lead, support and advise on matters related to human and

animal health for Public Sector bodies. For the animal health sector this may include working with a broad

range of animal health stakeholders to encourage the adoption of measures that secure higher standards of

animal health, welfare, biosecurity, antimicrobial stewardship and professional education and training.

Lot No: 2 - Marketing & Creative Services Specialists

This Lot will be for marketing experts to consult and deliver on marketing and creative services projects

within the Public Sector.

Lot No: 3 - Portfolio, Programme & Project Management Services

This Lot will be for experts who can advise, lead and support a range of programme & project related

assignments within the Public Sector.

Lot No: 4 - Operational Excellence & Service Transformation

This Lot will be for highly qualified and experienced personnel to advise, consult and/ or deliver on various

major business re-design and operational excellence assignments within the Public Sector.

Lot No: 5 - Digital Expertise

This Lot will be for experts who can advise, lead and support a range of digital transformation programme &

project related assignments within the Public Sector.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

Potential Participants from the UK will be required to provide their tax reference numbers: i.e. Value Added

Tax registration number,

PAYE collection reference and Corporation Tax or Self Assessment reference, as applicable. Please enter this

number in section 2A

question 2A.2 & 3 of ESPD.

Overseas or non-UK Potential Participants will be required to submit a certificate of tax compliance obtained

from the country in which

they are resident for tax purposes.

Bidders unable to demonstrate an acceptable revenue compliance record may be excluded and / or removed

from the Dynamic Purchasing

System.

If a company is a subsidiary, a member of a group or a consortium, the above details may also be required in

respect of the parent

company, other group members or each consortium member as appropriate.

Potential Participants must agree to full transparency of Tax affairs as appropriate under IR35 changes from

The Authority will have the right to request evidence that entry criteria is still valid at any point during the life

of the Dynamic Purchasing

System with evidence to be provided via an updated ESPD to the Authority within 5 working days of request

Potential Participants must also meet the following insurance requirements;

Public Liability insurance of Minimum £5M

Employers Liability insurance of Minimum £5M

Professional Indemnity insurance of Minimum £1M

Potential Participants must agree to work under the Authority's Terms and Conditions. Agreement to be

signified at Part 4E Question

1.73.2 of ESPD.

Technical and professional ability:

Lot1 - Epidemiology expertise

Human Epidemiology expertise; Essential Experience: Must have at least 1 year in a public health

orientated role as part of an agency or research/educational institution in the UK, preferable working in

partnership with other agencies.

Animal Epidemiology expertise: Essential Experience: Must have at least 5 year’s experience after

obtaining veterinary degree, including at least 1 year in clinical veterinary practice in the UK, preferably

with a range of animal species.

Lot 2 - Marketing & Creative Services

Marketing communications; Must have minimum 2 years experience in planning and managing

marketing communications projects; including media planning, project management, creative

development, digital engagement, web development and channel production.

Creative services; Must have minimum 2 years experience in one or more of the following areas:

copywriting (including web copywriting),

graphic design, art direction, artworking, video and multi-media production.

Customer/User research and experience; Must have minimum 2 years experience in one or more of the

following areas: user research, user experience, customer insight, survey design and implementation,

data analysis, report production, relevant project management and stakeholder engagement experience.

Lot 3 - Portfolio, Programme & Project Management Services

Portfolio Management; Minimum experience - To have defined, led and delivered strategic portfolios of

programmes, projects and business

transformation activities using Management of Portfolios (MoP) methodologies and best practice for 2

clients operating in a complex environment in the last 5 years with a minimum of 2 years portfolio

management experience and 3 years programme management

experience.

Programme Management; Minimum experience - To have defined, led and delivered programmes with

multiple constituent projects using

Managing Successful Programmes (MSP) methodologies and best practice for 2 clients operating in a

complex environment in the last 5

years with a minimum of 2 years programme management experience and a minimum of 3 years project

management experience.

Project Management; To have planned, led and delivered projects using methodologies and best practice

such as PRINCE2 for 2 clients

operating in a complex environment in the last 5 years with a minimum of 2 years project management

experience.

Project Support; To have delivered day-to-day activities which underpin project management activities in

a formal project environment e.g.

PRINCE2 for 2 clients operating in a complex environment in the last 5 years with a minimum of 2 years

experience in performing

day-to-day project support activities.

Agile expertise; Must have one or more years of experience in one or more of the following areas:

project management, master, product owner, consultancy or coaching using one or more agile

methodologies (SCRUM, DSDM, XP)

Lot 4: Operational Excellence & Service Transformation

Operational Excellence; Minimum 3 years experience in the following; operational cost reduction and

quality improvement utilising industry standard tools and techniques & best practice methodologies

evidencing clear financial and operational benefits preferably within a Health environment - must

provide evidence of delivery for 2 complex organisations within the last 5 years.

Service Transformation; Minimum requirement to have led substantial service re-design with at least 2

complex organisations in the last 5 years which has resulted in improved organisational performance and

customer satisfaction measures

Shared Services; Must have designed and delivered a shared service operating model across a range of

back office functions for at least 2 complex client organisations within the last 5 years

Digital Transformation; Must have one or more years of experience in one or more of the following areas: UX,

user research, performance analysis, digital service design, service management, content design, content

architecture.

Lot 5 - Digital Expertise: Digital Transformation; Must have one or more years of experience in one or

more of the following areas: UX, user research, performance analysis, digital service design, service

management, content design, content architecture.

Please note Scottish Government Core Directorates will only be able to access Lot 3 for agile programme management expertise and lot 5 Digital expertise of this DPS.

Agile & Digital experts may wish to apply for lots 3,4 & 5 as appropriate.

The System will be split into a number of lots with no limit of participants on each lot.

Potential participants will be eligible to join any lots within the system at any time throughout its duration provided they pass the entry criteria for the lot in question.

Award criteria will be based on best price-quality ratio which may incorporate mandatory minimum scores that bidders will have to

achieve.

Quality criterion: Social & Environmental (Awards >£100K) / Weighting: 5% to 10%

Price / Weighting: 20% to 60%
