The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The contract has not specifically stated bidders must sub contract. However, bidders who do sub contract will not be excluded and their sub contracting business model will be considered and evaluated against the evaluation criteria

A summary of the expected community benefits has been provided as follows:

The Authority requires the Contractor to deliver quantifiable wider community benefit(s) through this Contract in delivering the Service.

The Community Benefit opportunities may include:

- Target Recruitment and training - generating employment and training opportunities for priority groups;

- Up-skilling Service Provider and delivery partners staff during the term of the contract;

- Developing Equality and diversity initiatives targeted at priority groups;

- Making sub-contracting opportunities available to SMEs, Social Enterprise, Third Sector, and Supported Business;

- Supporting and promoting Community Transport networks ( www.ctauk.org/in-your-area/scotland.aspx ) recognising that they allow people to play a greater part in their local community thus helping them to be independent, have a more active lifestyle and have less reliance on social and health services;

- Supporting Supply Chain development activities;

- Building capacity in community organisations;

- Working with local schools and colleges to support priority groups journey back to work; and

- Minimising negative environmental impacts

The above is not an exhaustive list.

The successful Contractors will be required to report to the Authority all community benefits achieved in delivering this service.
