WES takes an innovative approach to supporting the commercialisation of the wave energy sector and will take innovative technologies from concept to being ready for private sector investment. Contracts will be awarded for wave energy technology development until the technical and commercial risks are low enough for the private sector to re-enter the sector.
Calls for proposals will be issued for wave energy technology development projects in areas that have been prioritised as requiring the most development and/or having the most impact on the future cost of energy.
This competition will award technology development contracts for Projects that will:
- Provide a step change in the capital cost and/or efficiency/performance over current technology;
- Deliver a highly reliable PTO via high quality engineering and technology risk management;
- Fit into the overall cost of energy
And which may also:
- Deliver a PTO that can be easily integrated into different wave energy converters (WECs) and WEC device families and
- Develop a PTO that could stimulate a new form of Wave Energy convertor being developed.
The competition will have 4 Stages with Applicants able to apply for one or more Stages.

Up to 100% funding, via a contract for research and development services, is available under this call for:

- Programme Stage 1: Concept characterisation and feasibility studies – up to 0.1m GBP per Project for up to 6 months

- Programme Stage 2: Concept optimisation/proof of concept (including small scale physical testing) – up to 0.5m GBP per Project for up to 12 months

- Programme Stage 3: Engineering development and small-medium prototypes – up to 2.5m GBP per Project for up to 24 months

- Programme Stage 4:Engineering definition and medium-large stage prototypes – up to 4.m GBP per Project for up to 24 months

The amounts for each Programme Stage are indicative but are not binding on HIE/WES.

There is flexibility over the total budget of 7m GBP for this call which will depend on the quality and number of the applications received. HIE/WES reserves the right:

(a) to increase or reduce the budget allocated to a particular Programme Stage or Stages;

(b) to re-allocate budget between this call and another call;

(c) not to award any contracts in relation to a particular Programme Stage or Stages under this call; and

(d) not to award any contracts under this call.

This Contract Notice is for the procurement of R&D services and is, accordingly, exempt from the requirements of The Public Contracts (Scotland) Regulations 2012. This Notice is, therefore, published in the OJEU on a voluntary basis. Although this Notice indicates that the open procedure will be followed, HIE/WES are not bound by the timescales or any other requirements of the Regulations and will conduct this competition as set out in the accompanying call documents, or as otherwise indicated by HIE/WES to all parties registering an interest in relation to the process.

To be eligible, the Applicant must first self-categorise their Technology into the appropriate Programme Stage (1-4).

Applicants must carefully consider both the Stage Entry Criteria and Assessment Criteria for each Programme Stage before making their categorisation decision and deciding to apply.

In order to participate in the competition, Applicants should register their interest in this contract, for free, on the Public Contracts Scotland (PCS) website and download and complete all relevant documentation.

PCS also gives Applicants access to an on line Question & Answer facility which allows queries to be submitted (anonymously) and answers published and shared with all potential Applicants.

Applications must be submitted via the PCS postbox and be received by the date and time indicated with all questions answered. Hard copy responses will not be accepted.

Dates and other information contained in this notice are communicated as being indicative only and may be subject to change.

The contracting authority will not be liable for any costs incurred by those expressing an interest in or tendering for this contract.

Compliance with all relevant legislation is required during the tendering process and the terms of any resulting contract.

Any contract awarded will be subject to the law of Scotland.

The contracting authority reserves the right to assign all or part of any contracts resulting from this process.

Successful entities will be required to enter into the contractual documents and licence arrangements specified in the accompanying documents.

Bidders which enter the early Programme Stages of a call and completed that stage with outputs that meet the required performance expectations and satisfy the stage gate criteria can apply for further funding to progress to the next development stage. This application shall be a competitive process involving the other entities admitted to the framework which have also achieved the requirements referred to above.

Applicants should note that with reference to Section II.1.4 relating to Framework Agreements, as this competition has 4 separate Programme Stages each having their own resulting separate Framework Agreements, the number of participants and length of contracts for each Stage will be different. Therefore the numbers entered in the Contract Notice are estimates and indicative for this element of the call only.

It is up to the applicant to decide how much financial support to request for their project. The nature of the legal entity applying to the PTO call does not affect the level of support available.

We have received a query regarding VAT and would like to clarify the situation in terms of costs detailed in your Application Form. The rate of VAT charged to WES should be at the appropriate rate and under the legislation applicable to the country where the applicant is providing the services from, in line with the relevant VAT place of supply rules. Therefore please disregard the references to “UK level” in our response to Questions 56 and we pologise for any confusion and inconvenience caused.

WES are currently VAT registered but are in discussions with HMRC about registration and whether they should remain VAT registered. For the purposes of this exercise, Applicants should assume that WES cannot recover Input VAT. As previously indicated, the rate of VAT should be at the appropriate rate and under the legislation applicable to the country where the applicant is providing the services from, in line with the relevant VAT place of supply rules. It is up to Applicants to obtain professional advice in relation to VAT, if required. The Terms & Conditions will be amended accordingly and uploaded to PCS shortly. Cost will be assessed on a VAT inclusive basis. Applicants must identify specific costs which have VAT included (and the level of VAT applied) within their Appendix detailing the costs breakdown in respect of Qs 7.6 (Stages 1&2) and 7.4 (Sages 3&4) Project Costs Summary.
