Glow is the Scottish Schools learning platform managed by Learning and Teaching Scotland (LTS) on behalf of the Scottish Government, delivering educational opportunities and benefits to all learners, teachers and parents in the 32 Scottish Local Authorities. The current contract for the provision of Glow services is due to expire in September 2012. LTS intend this year to commence a formal procurement process for the provision of a new platform of web services to support learning and teaching with, in addition, the capacity to extend the scope to serve a wider and more diverse population.
Some of the key principles for a Glow Futures learning platform are:
- At least as safe and secure as the current Glow web services A simple and intuitive User Experience
- Provides Learning Opportunities, anywhere, anytime, on any web enabled device for our stakeholders
- Interoperatability of Web Services using Open Standards
- Scalable with capacity to expand the scope to serve a wider population
Glow Futures will apply open standards aiming to achieve unhindered data flow and interoperability. This model will help Glow to constantly evolve and remain modern.
The current Glow portal and data centre infrastructure is provided by a single supplier. We envisage that the new service could be procured in a series of lots which may be provided by a single supplier or by a variety of suppliers to allow for a flexible and dynamic approach to respond to evolving requirements. An indication of the possible services is listed below;
- Phase 1 - Core Services, replacing equivalent services in Glow 1.0
- Phase 2 - Replacement of current Glow services
- Phase 3 - Additional tools and services
Suppliers will be invited to meet with the Glow Futures team at open days to be held in Glasgow and/or Edinburgh in the weeks commencing September 6th and September 13th 2010 (dates to be confirmed). If you would like to register your interest to attend an open day then please do so through the PCS portal including a short statement on the relevance of you and/or your organisation to our Glow Futures vision. You should also indicate whether you are interested in Phases 1, 2, 3 or all.
Prior to commencing a formal procurement process LTS intend to carry out a market sounding exercise in order to assist in the development and appraisal of the technological options which may be available for meeting its needs and to assess future market capability. A number of suppliers will be selected to participate in the market sounding exercise which will be carried out starting in October 2010 (dates to be confirmed). LTS will select suppliers based on the short statement provided at point of registered interest. Please note that this is not an evaluation exercise and attendance at the open day and involvement in market sounding will not have any future bearing on the contract award notice and ability to tender for Glow Futures.
