II.2.4) Description of the procurement

Framework Agreement for the provision of general builderswork repairs and medical adaptations to the Association’s located throughout the North Glasgow area. The duration of the Framework Agreement will be 36 months, commencing on a mutually agreed date circa mid-February 2019, with the option – at the Client’s discretion – to extend the Agreement for a further 12-month period thereafter.

Following evaluation of the tenders received, and on the basis of a price and quality assessment, it is envisaged that up to three Contractors will be appointed to the Framework Agreement. Once appointed to the Framework, works will be ordered at the discretion of the Association and there will be no guarantees provided to any Contractor regarding the quantity of work that will be instructed over the course of the Framework.

When allocating orders to Framework contractors the Association will consider a range of issues before issuing an instruction to the most appropriate contractor. The issues determining the most appropriate contractor will include the capacity to respond within the required timescales. The price for all works ordered under the Framework will be based on the rates tendered within the Measured Section of this document.

Due to the nature of the works, the volume of orders to be issued under the Framework is unknown and no guarantees are provided as to the extent of works that may be ordered to any Contractor under the Framework Agreement, or indeed the number of contractors

eventually appointed to the Framework. The rates submitted in this tender will apply to any works required to be carried out for the Association for the duration of the Framework Agreement. Each item to be priced on the premise that the Association will most likely order individual items on a standalone basis.

Electrical works must be carried out by SELECT/NICEIC registered tradespersons.

III.1.2) Economic and financial standing

It is a requirement of this contract that bidders hold, or can commit to hold the following types and levels of insurance prior to the award:

Employers Compulsory Liability Insurance GBP 10 million

Public Liability Insurance GBP 10 million


III.1.3) Technical and professional ability

List and brief description of selection criteria:

Bidders are required to provide one example of a similar scope, size and nature, within the last five years that demonstrate that they have the relevant experience to deliver the works. This will include client name, contact details including phone and e mail, contract sum, start and completion date, project description including the project name KPI’s (targets and results).

4C.2 Bidders are required to provide details of their workforce, skills, qualifications and experience and their procedures for ensuring quality control together with any external organisations that the company uses to measure quality control.

4C.6.1 Bidders are required to provide details of their admin, support, supervisory and managerial staff professional qualifications, experience and suitability for management and control of the work being carried out.

Outline the roles and responsibilities within the contract. As a minimum it will be expected that the contract supervisor has SSSTS or equivalent experience in the sector and will have experience of managing contracts with similar work content.

The site supervisor/s assigned for this project will have experience of supervising contracts with similar work content.

4C.10 Bidders will be required to provide details of the proportion of the contract that they intend to sub-contract and who the sub-contractors are. Bidders will be required to provide details of how each sub-contractor has been selected, their capability, how you will manage the sub-contracts and the form of sub contract that will be used. Bidders must provide a completed ESPD for all proposed sub-contractors or they will be removed from the selection process.

In response to questions 4D.1 and 4D.2, bidders must hold a UKAS (or equivalent non UKAS) accredited independent third party certificate of compliance in accordance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent non UKAS accredited) or the bidder must have a relevant and signed Quality Policy.

NOTE – THE CLIENT REQUIREMENTS FOR GENERAL BUILDERSWORK AND MEDICAL ADAPTATIONS ARE CONTAINED SEPARATELY WITHIN APPENDICES 5 AND 6 OF THE ITT DOCUMENT FOR EASE OF REFERENCE HOWEVER FOR THE AVOIDANCE OF DOUBT THIS IS A SINGLE FRAMEWORK AND EACH OF THE THREE CONTRACTORS APPOINTED MUST BE CAPABLE OF DELIVERING BOTH THE GENERAL BUILDERSWORK AND MEDICAL ADAPTATION ELEMENTS OF THE CONTRACT.

GENERAL BUILDERSWORK REPAIR CATEGORIES

Emergency Repairs – Those repairs where there is a risk to safety, danger to health or where a repair is required in order to prevent serious damage to property. As an example, any repair required to make any property or structure wind and watertight shall be classified as an Emergency repair.

Urgent Repairs – Those repairs that are not emergencies however where not carrying them out will result in further damage to the property.

Routine Repairs – Those repairs that do not seriously interfere with the comfort or convenience of the tenants and will not cause further problems to the property if the repair is not carried out.

RESPONSE CATEGORIES

Emergency Repairs – Attend within 2 hours and make safe. Repair to be completed within 24 hours thereafter.

Urgent Repairs – Attend and complete within 2 working days (excludes Public Holidays).

Routine Repairs – Attend and complete within 5 working days.

MEDICAL ADAPTATION TIMESCALES

Level Access Shower Installations – to be completed within 3 days from commencement.

Wet Floor Shower Room Installations – to be completed within 5 days from commencement.

Over Bath Shower Installations – to be completed within 3 days from commencement.

External Access Ramps – programme to be agreed with Client on a ‘per order’ basis.

External and Internal Handrail and Grab Rail Installations – to be completed within one day on site.
