II.2.4) Description of the procurement

River Clyde Homes, and our subsidiary River Clyde Homes Property Management, are looking to procure an experienced and competent company to supply ad-hoc scaffolding works (supply, erect, dismantle) for properties that are the responsibility of River Clyde Homes, and are located within the Inverclyde area.

Interested parties must first evidence to River Clyde Homes via the ESPD that they have the requisite technical capacity, and experience to undertake works of this nature, before they will be taken forward to the full tender evaluation.

ESPD Question 4B.6

The bidder’s company name and registration number will be used to obtain a financial risk assessment report from Dun & Bradstreet. Only companies, that are deemed to be financially stable by RCH’s Finance Department, on the strength of their financial report will be eligible to be a party to the contract. It is the tenderers responsibility to ensure that the information held by Dun & Bradstreet is up to date at the time of submission. If you prefer to have this assessment carried out in respect of a guarantor, such as an ultimate parent body, then you may elect for this option and details of the guarantor should be provided. Bidders should provide their company registration number in the space provided in the ESPD.

III.1.3) Technical and professional ability

List and brief description of selection criteria:

ESPD Question 4C.1.2

Bidder's will be required to provide three examples of the successful delivery of contracts that are close in nature and scope to RCH’s requirement. Bidders require to describe the scope of the contracts, what their responsibilities are / were, what the scale of the contract was, and how they have performed within the contract.

Bidders will also be required to provide written references from two of the three clients listed. The references should provide a summary of the works undertaken and indicate the clients own satisfaction levels with the quality of service they received. (Pass/Fail)

ESPD Question 4C.2

Bidders are required to provide details of the on-site staff that will service the contract in the event of a successful bid. The staff member’s core skills, qualifications (CISRS cards etc), accreditations, experience and competency should be provided. (Pass/Fail)

ESPD Question 4C.6.1

Bidders are required to provide details of the relevant experience; and the educational and professional qualifications held by their managerial staff.(Pass/Fail)

Bidders are required to provide details of relevant tools, plant or technical equipment available to you in relation to this procurement exercise, Including stock levels held of relevant scaffold.

Bidders are required to provide details of the proportion of the contract that they intend to subcontract, and provide details of the sub-contractors they intend to sub-contract these works to. If the bidder has decided to subcontract core elements of the contract and relies on the subcontractor’s capacities and capabilities to perform that part, then a separate ESPD for such subcontractors must be completed.(Info only)

ESPD 4D.1

Bidders must be able to produce certificates drawn up by independent bodies attesting that the bidder holds a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum. Bidders will be required to provide details of any HSE Breaches, RIDDOR statistics, and any other relevant information requested by RCH’s Health & Safety Officer prior to any contract award. Bidders must be able to produce certificates drawn up by independent bodies attesting that the bidder holds a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent), or a documented policy regarding quality management. The policy must set out responsibilities for quality management demonstrating that the bidder has, and continues to implement, a quality management policy that is authorised by their Chief Executive, or equivalent, which is periodically reviewed at a senior management level. The policy must be relevant to the nature and scale of the work to be undertaken and set out responsibilities for quality management throughout the organisation. (Pass / Fail)
