Abstract: Oban Communities Trust is seeking a suitably accredited and experienced architect-led design team for the Rockfield Centre project in Oban.
Oban Communities Trust (OCT) was incorporated in August 2014 in response to community demand to save the former Rockfield Primary School from demolition. Following a determined and impassioned campaign, the Trust successfully argued that the building and surrounding site should be retained as an asset of the town, and in May 2015 ownership was transferred from the Local Authority to the Trust.
The Trust Board recognises the need to engage professional assistance to define the project brief; consult further with stakeholders and the community; refresh the Business Plan; and produce a scheme to RIBA stage 2, Concept Design (including costs), to a suitable level of detail and scope to meet the requirements of applications to major funders.
The selected design team will therefore be required to undertake various studies to:
- Determine the conservation approach for the main listed building.
- Explore options for the development of the buildings and site.
- Establish a development masterplan and phased programme.
- Establish realistic financial requirements.
- Support applications to various funding sources.
- Enhance and consolidate the Rockfield Centre Business Plan.
The vision of the community is to establish the Rockfield Centre as a creative cultural hub which will operate as a social enterprise celebrating arts, culture, history, heritage, enterprise and community well-being.

Total quantity or scope of tender

The scope of services required to support this phase of the project development relate to the following 5 key areas:

a. Building condition and conservation strategy.

b. Design studies and options appraisal

c. Cost Planning

d. Communication and Fundraising

e. Phasing and Development Planning

Grants have been secured to provide a fixed lump sum fee of £17,500 (inclusive of expenses and VAT).

3 Conditions for Participation

3.1

Minimum standards and qualification required

The appointed organisation(s)will have a strong track record and demonstrable success in developing and delivering community led arts and heritage projects within demanding timescales and according to strict budgets.

The appointed organisation(s)will include creative and flexible team workers capable of working sympathetically with community groups, and with an ability to communicate effectively and to produce innovative and imaginative visual presentation material.

The appointed organisations(s) will be expected to have an empathy with Oban Communities Trust aspirations and an understanding of project objectives; be able to establish a collaborative relationship with Oban Communities Trust and key stakeholders; and show enthusiasm and commitment to supporting the project.

Oban Communities Trust would wish to enter into a single appointment for all required services and would expect it to be inclusive of any input required from other consultants. The team will need to include an RIAS accredited conservation architect.

Interested organisations should submit a proposal including the following:

- a brief statement (or other form of submission) to demonstrate why the organisation should be appointed to work with Oban Communities Trust and deliver The Rockfield Centre.

- an outline of the methodology to be adopted for the current phase of the project including an indicative programme for the activities outlined in the Scope of Service.

- details of previous projects which demonstrate relevant experience and success and which have involved community consultation activities and fund raising support.

- details of the proposed members of the design team and the key personnel who would be involved in delivering the project including details of their experience on previous similar projects.

- information on the RIAS conservation accredited architect who would be assigned to the project.

- examples of typical presentation material

- proposed fee basis for subsequent stages of the project

Following receipt of the submissions, The Oban Communities Trust intend to prepare a shortlist of potential design teams and undertake interviews prior to the award of the contract.
