The Scottish Government (SG), on behalf of the Scottish Ministers, is seeking to commission a Contractor to undertake the analysis of responses to the public consultation on a draft Gender Recognition Reform (Scotland) Bill (the draft Bill) to reform the process by which trans people gain legal recognition of their lived gender through a Gender Recognition Certificate in terms of the Gender Recognition Act 2004. The overall aim of the contract is provide robust and timely analysis and reporting on the responses to the consultation, to inform the provisions of the draft Bill.

This notice has been cancelled. The original deadline date of 12/03/2020 is no longer applicable.
The Scottish Government has decided to close the current competition without awarding the contract. Due to the COVID-19 situation, we are aware that some tenderers may need to reconsider their own costs and contingencies which may have altered since the original submission of the tenders. In addition, the Minister for Parliamentary Business has also recently announced the Scottish Government’s plans for managing its legislative programme in the light of the impacts of COVID-19. In particular, he announced that work within the Government is being halted for now on the reform of the Gender Recognition Act. For the present, this also means that work on progressing the analysis has also been halted. We will, when resources allow, re-commence the tendering process to carry out the analysis of consultation responses. We cannot give a timetable for this but the decision not to progress the analysis at the moment will be kept under review. |
