Renfrewshire Council’s Environment and Infrastructure Department have been awarded grant funding to increase the network of electric vehicle charging infrastructure across Renfrewshire.

A condition of the grant funding is that it must be committed by 31st March 2019 or the funding will be lost. Due to this time restriction, Renfrewshire Council are relying upon 28(5) of The Public Contracts (Scotland) Regulations 2015 to adopt the accelerated procedure for this open tender process as it would be impracticable to commit the grant funding to an awarded supplier by the 31st March 2019 if this tender is published electronically for 30 days.

Justification:

Renfrewshire Council’s Environment and Infrastructure Department have been awarded grant funding to increase the network of electric vehicle charging infrastructure across Renfrewshire.

A condition of the grant funding is that it must be committed by 31st March 2019 or the funding will be lost. Due to this time restriction, Renfrewshire Council are relying upon 28(5) of The Public Contracts (Scotland) Regulations 2015 to adopt the accelerated procedure for this open tender process as it would be impracticable to commit the grant funding to an awarded supplier by the 31st March 2019 if this tender is published electronically for 30 days.

If the accelerated procedure is not adopted, Renfrewshire Council risk not being able to award the contract and commit the grant funding before the deadline of 31st March 2019 thus ultimately risking losing the grant funding altogether.

The Council will request the following documentation once all bids have been received: Evidence of your company's insurance certificates detailing the required level of insurance's as per the levels stated as detailed within the Invitation to Tender document uploaded within the general attachments area in Public Contract Scotland Tender Portal. Tenderers are required to submit S7 Declaration as part of their tender submission. The document is attached within the commercial envelope. A completed copy of the Supporting Documents uploaded within the general attachments area in Public Contract Scotland Tender Portal, please note that documents must be signed by an authorised signatory (a person with the authority to formally bind the contracting organisation). The Supporting Documents include: S1 Equalities Questionnaire S2 Equalities Declaration S3 Tender Compliance Certificate S4 No Collusion Certificate S5 Prompt Payment Certificate S9 List of Proposed Sub-Contractors.

Any contract awarded as a result of this tender exercise will be subject to Scots Law and the exclusive jurisdiction of the Scottish Courts. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice. Tenderers may be asked to provide details of two reference that confirm the ability of the organisation to successfully undertake the service for this requirement. The buyer is using PCS-Tender to conduct this ITT exercise.

Community Benefits and Sustainability is a key element of the Councils commitment to deliver the 5 key outcomes set out in the Council Plan (http://www.renfrewshire.gov.uk/councilplan).

It is the Council’s expectation is that 10 CBPs or more will be delivered under this Contract. Tenderers are required to select community benefits they will offer should the Tenderer be successful in being awarded this contract. Tenderers should complete and return the attachment to this question (Community Benefits Outcome Table). A supporting methodology for the delivery of these community benefits is also required to be submitted by tenderers.
