West Lothian Council (the Authority) will be seeking tenders from suitably qualified and
experienced parties for the provision of a supplementary skip hire and waste recycling
service to supplement the Council’s own waste management arrangements when required.

II.2.4) Description of the procurement
The Authority is involved in large scale refurbishment involving external fabric upgrades (roofs
& roughcast) with associated groundwork’s and heating upgrade and may include in the
future, but not limited to, kitchen and timber window refurbishment. The service will
include the provision of 8 and 10 cu yard skips, transportation and subsequent recycling of
as much of the resulting skip waste as possible. It will be the responsibility of successful
tenderers to segregate waste uplifted (off-site) as skips will primarily contain mixed waste.
II.2.14) Additional information
This will be a short - medium term contract of one to two years depending on demand. The Authority will carry out a feasibility study during this period and decide whether to bring services fully in-house or tender a long term contract thereafter.
