The Candidate is required to confirm that a search of the tenderer against "Equifax Protect" will not return a 'Warning' or 'Caution' code or any neutral code, unless the Candidate can provide any other documentation which Scotland Excel considers appropriate to prove to Scotland Excel that the Candidate does/would not present an

unmanageable risk should it be appointed on to the proposed framework agreement.

Candidates are required to have a minimum yearly specific turnover in the business area covered by the Framework Contract for each lot they are submitting an RTP of at least:

-Lot 1 – Developments of 1-15 units – Build only: 1.9m GBP for the past three years. If Candidates cannot demonstrate this turnover the Candidate may provide an alternative proposal to meet the minimum requirements. Scotland Excel will consider whether any alternative proposal can be considered equivalent to the minimum requirements.

-Lot 2 – Developments of 1-15 units – Design & Build: 3.9m GBP for the past three years.

-Lot 3 – Developments of 16-25 units: 6.5m GBP for the past three years.

-Lot 4 – Developments of 26-40 units: 10.4m GBP for the past three years.

-Lot 5 – Developments 41 units and over: 13m GBP for the past three years.

Candidates are required to submit a copy of their last three years audited financial accounts.

Candidates are required to meet the minimal value for the following financial ratio:

Current Ratio: 1+

Gearing Ratio: <50%

Debt Ratio: <60%

Trade Debtor Days: <50

Trade Creditor Days: <50

Net Profit Margin: 3%+

Further to the description of the selection criteria outlined above, full guidance and the minimum levels of standards required are outlined in the "NBRC 15-18 – ITP Information and Instructions for Candidates" document located in the "Information & Instructions" folder within PQQ3921.

The Candidate must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent).

The Candidate must hold a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) which covers the activities required for delivery of the Contract or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum.

The Candidate must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate.

The Candidate confirms that the organisation nor any of its Directors or Executive officers been in receipt of enforcement/remedial orders in relation to the Health and Safety Executive (or equivalent body) in the last three years.

INFORMATION ABOUT A FRAMEWORK AGREEMENT: Tenderers are advised that the envisaged maximum number of participants that might be appointed to the proposed framework agreement set out in section IV.1.3 of this

contract notice is purely indicative. Scotland Excel reserves the right to appoint more or less bidders than the envisaged maximum number.

INFORMATION ABOUT ELECTRONIC WORKFLOWS:

Excel Council or Associate Member which will be settled by them during the procedure for the call-off of a contract under this proposed framework agreement.

Scotland Excel will request the following information in the European Single Procurement Document (Scotland): whether the Tenderer

intends to subcontract any share of the contract to a third party; list of the proposed subcontracts as far as it is known at that stage; and what proportion/percentage of the contract does the Tenderer intend to subcontract. Please note that these subcontractors on whose capacity the bidder does not rely will be subject to the rules regarding Exclusion as set at in II.2.14.

A summary of the expected community benefits has been provided as follows:

Tenderers will be scored on their Community Benefits submission which will be a requirement within the Invitation to Tender (ITT).

Suppliers will deliver a level of community benefit ‘points’ within each council area proportionate to the level of spend received through the framework from that area. Community benefits will primarily cover employment and training opportunities.
