II.2.4) Description of the procurement

River Clyde Homes (RCH) is a Registered Social Landlord responsible for the management of some 7000 homes all located within the Inverclyde area. We require a contractor to undertake Key Holding & Security Services for properties that are the responsibility of River Clyde Homes and are located within Inverclyde. RCH require 24/7 service availability throughout the year.

Employer’s Liability Insurance = 10m GBP

Public Liability = 5m GBP

4B.6 - The bidder’s company name and registration number should be provided. These will be used to obtain a financial risk assessment report from Dun & Bradstreet. Only companies which are deemed financially stable by RCH’s Finance Department, on the strength of their financial report will be eligible to be a party to the contract. It is the tenderer's responsibility to ensure that the information held by Dun & Bradstreet is up to date at the time of submission. If you prefer to have this assessment carried out in respect of a guarantor, such as an ultimate parent body, then you may elect for this option and details of the guarantor should be provided.


III.1.3) Technical and professional ability

List and brief description of selection criteria:

4C.1.2 - Bidders will be required to provide three examples of the successful delivery of contracts that are close in nature and scope to RCH’s requirement; to demonstrate the relevant experience to deliver the services/supplies as described in the Contract Notice. Bidders require to describe the scope of the contracts, what their responsibilities are / were, what the scale of the contract was, and how they have performed within the contract. Bidders will also be required to provide written references from two of the three clients listed. The references should provide a summary of the works undertaken and indicate the clients own satisfaction levels with the quality of service they received. (Pass / Fail)

4C.2 - Bidders will be required to provide details of the staff that will service the contract in the event of a successful bid. The staff member’s core skills, qualifications, accreditations, experience and competency should be provided. (Pass / Fail)

4C.6.1 - Bidders will be required to provide details of the relevant educational and professional qualifications held by its managerial staff. (Pass / Fail)

4C.10 - Bidders will be required to provide details of the proportion (i.e. percentage) of the contract that you intend to subcontract. (Info only)


Minimum level(s) of standards required:

4D.1 - Bidders will be required to produce certificates drawn up by independent bodies attesting that the bidder holds a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent), or a documented policy regarding quality management. The policy must set out responsibilities for quality management demonstrating that the bidder has, and continues to implement, a quality management policy that is authorised by their Chief Executive, or equivalent, which is periodically reviewed at a senior management level. The policy must be relevant to the nature and scale of the work to be undertaken and set out responsibilities for quality management throughout the organisation (Pass / Fail)

Bidders will be required to provide certification to evidence they hold Security Industry Authority Approved Contractor Status for both Key Holding and Security Guarding services. (Pass / Fail)
