II.2.4) Description of the procurement

Intensive supported living service to meet the care and support requirements of adults with complex needs arising from their mental illness. The service is initially needed to provide for the discharge of patients currently in a long term hospital situation. This service is needed as part of the redesign of mental health services in Ayrshire, shifting the balance of care into community based provision. The majority of Service Users have a longstanding diagnosis of mental illness ; have complex needs and behaviours that may challenge.

The Service will be delivered within Council owned buildings – Stage 1- 2a and stage 2- 2b Nethermains Road, Kilwinning .The Provider will deliver the service to Service Users who hold their own occupancy agreement with North Ayrshire Council.

2a Nethermains Road –

The building comprises 5 bedrooms with ensuite toilet and shower, shared communal living area, kitchen and laundry, a staff office and adjacent rest area, shower and toilet. Each service user will have an occupancy agreement with North Ayrshire Council in terms of a House of Multiple Occupancy.

2b Nethermains Road

Is adjoined to 2a.and comprises a 2 bedroom single level house with own front door. It will not be used initially but will become part of the service for individuals who will have a tenancy agreement with the council who require less intensive support.

Bidders must be registered with the Care Inspectorate for an appropriate registration to deliver the specified care and support required to deliver the service

Bidders must be currently graded at a 4 or above with the care inspectorate for Care and Support and grade 3 and above for all other areas in a similar adults service.

1. The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent),

OR 2. A quality management policy authorised by their Chief Executive or equivalent. Please see the ESPD Guidance documents in the Instruction to Tenderers document for full details.

Health & Safety Procedures

1. The bidder must hold a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum. Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services as described in part II.2.4 of this Contract Notice.

Bidders must provide 2 satisfactory references on the reference templates provided in the Instruction to Tenders document. References should be completed and signed by previous customers for contracts of a similar nature, value scope and size. Completed reference templates must be uploaded into the general attachments area of the qualification envelope. If any of the referees score the bidder less than 3 the bidder will be excluded from the tender process.
