The University of Glasgow is one of the world’s leading research intensive universities. The University Strategic Plan ‘Glasgow 2020 - A Global Vision’, sets out the vision of the University to enhance its position in the global higher education and research sector.
To support this, the University recently acquired the 14 acres the Western Infirmary Hospital which will become available in 2016. This represents an important and historic opportunity to reshape the university campus in addition to introducing allied business and commercial opportunities. The University has developed a Campus Development Framework which was approved by Glasgow City Council in summer 2014 and sets the strategic planning tool for the future development of the campus.
The University is now seeking to procure a specialist team led by an experienced ‘Masterplanner’ with a demonstrable track record in exemplar mixed-use commercial development, higher education campus and urban design to build-on and develop the previous work to create an inspirational and world-leading blend of commercial and higher education design encompassing the entire Gilmorehill Campus, extending over some 76 acres.

Additional Information

Submissions can be created and submitted up to the stated tender deadline. Once the deadline has passed submissions can neither be created nor submitted. It is not advisable for Suppliers to wait until the last moment before creating and dispatching a response in case of any last minute problems. Please note large files should be uploaded as early as possible to ensure transfer before deadline. If a Supplier is having problems uploading to the PCS site, then the University must be informed well in advance and depending upon the merit of the case, the University may arrange for the tender to remain open on the PCS system for a short period after the deadline time stated. System problems do not fall under the University’s remit and should be referred to PCS.

Postbox Security: Postbox submissions cannot be accessed by anyone, including Millstream, (the provider of the Public Contracts Scotland system) until the deadline.

Suppliers should note that when asked to complete a tender document, the document must be submitted in the file type in which it was issued (Word, Excel etc.). Files of any alternative type may only be used where documents are for attachment, rather than completion.

Freedom of Information

The Freedom of Information (Scotland) Act 2002, which came into force on 1 January 2005, designates University of Glasgow as a Scottish public authority and therefore subject to the provisions and obligations in that Act. 15/12/2014 09:40Clarification

Following receipt of various queries relating to the restriction to involvement in future tender opportunities, we clarify that this relates to the Masterplanner, who will be retained by the University as Design Guardian/Executive Architect only. Sub-consultants or other members of the Masterplan Design Team (Briefing Architect, Planning Consultant etc) may participate in other tender opportunities, provided that they can demonstrate to the satisfaction of University that this would not lead to a potential conflict of interest. Similarly, organisations may participate in and/or lead both the Masterplan design service (PURCH1171) and also the Infrastructure Design Team services (PURCH1173), provided that they can demonstrate to the satisfaction of the University that there is a clear operational and managerial segregation between the parts of the business undertaking the services or that this would not otherwise lead to a potential conflict of interest. Please note the required £5m Professional Indemnity Insurance is for 'each and every' claim, with no limit on the number of claims in any one year or in total.
