II.2.4) Description of the procurement

As per II.1.4) Short description.

The form of Contract will be NEC4 ECC Option A priced contract with Activity Schedule.

Applicants should note that there is a specific requirement stated in the contract, to take account of the need for collaboration and cooperation with the Client and/or the Designer's sub-consultant and Others, with respect to the development and implementation of the software related element of the tandem Bridge Control System and associated interfaces, such as the controls for the CCTV, wig-wags, VMS, barriers and public address systems. The timing constraints, notice periods, interfaces and phasing requirements will be stated within the Scope, for incorporation within the Contractor's programme and it will be beneficial if Applicants were able to demonstrate previous relevant experience of similar collaborations with third parties.

The Works are anticipated to commence in May 2019.

List and brief description of selection criteria:

Bidders will be required to have a minimum "general" yearly turnover of 24M GBP for the last three financial years.

Bidders may be required to confirm the values for the following financial ratios as stated in the ESPD:

Profit margin

Liquidity Ratio

Solvency Ratio

Contract Limit is expected to be a minimum of twice the estimated contract value.

Bidders will be required to provide relevant examples of works carried out in the past 5 years as detailed in the ESPD Works Experience Form uploaded to Additional Information.

Bidders are required to hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BSEN ISO 9001 (or equivalent).

Bidders are required to provide details of their Health and Safety policy.

Bidders are required to state if any of the following have been served against their organisation:

HSE Improvement Notices - in the last 3 years

HSE Prohibition Notices - in the last 3 years

HSE Convictions - in the last 5 years

RIDDOR Accident Frequency Rate information is also required.
