II.2.4) Description of the procurement

This is a two stage procurement procedure, commencing with first stage European Single Procurement Document (ESPD) submission, including submission of supporting information, followed by issue of Invitation to Tender (ITT) documents to a select list of Tenderers that meet the requirements set out in the ESPD guidance document.

Economic operators must complete the attached ESPD document in accordance with the attached ESPD Guidance and provide the supporting information required.

III.1) Conditions for participation

III.1.2) Economic and financial standing

List and brief description of selection criteria:

Three years accounts and business reports for the contracting entity;

A current bank reference report to a minimum of 5,000,000 GBP;

Evidence of current Public and Employers Liability Insurances at a minimum of 5,000,000 and 10,000,000 GBP respectively;

Professional Indemnity Insurance to a minimum of 2,000,000 GBP;;

Product Liability Insurance to a minimum of 5,000,000.


III.1.3) Technical and professional ability

List and brief description of selection criteria:

Economic operators will be required to provide two examples of similar complexity to works proposed, carried out in the past five years, as specified in II.1.4 of this Contract Notice and Section 5.0 of the ESPD Guidance.

Economic operators will be required to confirm their average annual manpower for the last three years is commensurate with the scale and complexity of the works proposed.

Economic operators will be required to confirm their management staff details and number for the last three years is commensurate with the scale and complexity of the works proposed.

Economic operators will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the requirements of the project.

Economic operators will be required to confirm whether they intend to subcontract any elements of the work and, if so, how they will manage these subcontractors.

The Economic operators must hold an accredited certificate of compliance in accordance with BS OHSAS 18001 (or equivalent);

Quality Assurance Schemes and Environmental Management Standards - Quality Management Procedures ISO 9001 (or equivalent).
