II.2.4) Description of the procurement

The Leadership Development programme will be pivotal in supporting Scotland’s business leaders to build their capability and confidence in relation to values-based leadership, fair and progressive workplace practices and inclusive economic growth, delivering tangible benefits for individuals, business and the wider economy.

The programme will be adapted to businesses and business leaders at various stages of growth and maturity, and to the specific requirements of business sectors and geographic regions. There will be a core programme of leadership development modules and content as below. The core content will be delivered through two differentiated programmes targeted at business leaders at different stages of growth and maturity.

In response to increasing interest in leadership development from various sectors and Industry Leadership Groups, as well as an emerging interest in and need to address leadership development priorities specific to Scotland’s regions and in support of these regions’ inclusive economic growth ambitions it is proposed that a “menu” of additional leadership development modules be developed to enable specific, tailored delivery.

ESPD Question 4B.5.1 – statement - Please confirm below whether you already have or can commit to obtain, prior to the commencement of the contract, appropriate levels of insurance for this contract. Bidders that do not already have, or cannot commit to obtain insurances may be excluded from further participation in this procurement exercise.

III.1.3) Technical and professional ability

List and brief description of selection criteria:

ESPD Question 4C.1.2 – Bidders will be required to provide 2 examples that demonstrate that they have the relevant experience to deliver the services as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice.

Bidders should detail their experience within the last 3 years, in relation to creating and delivering leadership development programmes, specifically those with a focus on the core content/themes (as detailed in the ITT), to businesses in cross/multi-sectors at senior levels. Bidders are asked to provide examples of two similar programmes, the diagnostic tools and delivery methodologies used and the outputs, outcomes and impacts achieved at individual delegate and business levels.

Responses will be evaluated on a PASS/FAIL basis. Pass equals providing 2 examples detailing relevant experience to deliver the service. Fail equals failure to provide 2 examples detailing relevant experience to deliver the service.

Bidders can submit examples in a separate document to allow room to provide details of the service provided.

These should include arrangements for ensuring that the bidders apply quality management measures that are appropriate to the work for which they are being engaged The bidder’s organisation must be able to provide evidence of systematic, periodic review and improvement of quality in respect of output and general performance

- Documented arrangements for providing the bidder’s workforce with quality related - training and information appropriate to the type of work for which this organisation is likely to bid. This will demonstrate that the organisation has in place, and implements, training and development arrangements to ensure that its workforce has sufficient knowledge, skills and understanding to discharge their various responsibilities and that this knowledge, skills and understanding is continuously updated to ensure relevance and currency.

ESPD Question 2A.17 – Form of Participation (Notably as part of a group, consortium, joint venture or similar) Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and several liability in respect of the obligations and liabilities of the contract. It will be for members of the consortium to sort out their respective duties and liabilities amongst each other. For administrative purposes, any associated documentation will be sent to the nominated lead organisation.

ESPD Question 2D.1.2 – If a substantial proportion of the work would go to a subcontrctor we may ask for a completed ESPD form for those subcontractors (only Sections A and B of Part II and Part III will be requested). We will advise bidders if we require this information prior to the subcontractor commencing work on the contract.
