Following contract award it is expected the sequence of objectives in this contract will be as follows:

- Supplier will survey all harbour areas;

- Supplier will design the CCTV network system and present the proposal for acceptance by the CMAL representative;

- CMAL central server upgrade by CMAL IT contractors, installation of necessary CCTV software by Supplier in collaboration with CMAL IT contractors;

- Supplier undertakes harbour by harbour installation, tested and accepted by the CMAL representative before progressing to next harbour;

- Complete network system testing and acceptance by CMAL representative;

- 5-year CCTV network service provision including maintenance, component replacement and software upgrade as required;

- 6-months prior to conclusion of leasing period CMAL will confirm with the Supplier their decision either to purchase the entire CCTV network as a single entity for the price agreed at the tender stage or require it to be removed within 90 days of conclusion of the leasing period;

- If CMAL purchases the system, all components, manuals and software licences become the property of CMAL;

- If CMAL purchases the system, any price that has been included in the initial costings for removal of the system will be deducted from the final price payable;

- The system structure and operation will be reviewed and updated as required thereafter;

- If CMAL decide not to purchase the system then, excluding all 230v power supplies, the Supplier will be required to remove all systems, components and software installed, including hardware (sensors, units, cabling, switches, etc.) and software within 90-days after completion of the lease period.

- The contractor shall leave the premises in the same condition as at the start of the contract, e.g. replace damaged floor or ceiling tiles, apply touch-up paint on walls and ceiling, etc.

This is not a commitment to purchase. Commitment to purchase will be effected only through the receipt of a properly authorised purchase order. Work will be sanctioned only by the CMAL Representative through the issue of a purchase order. A purchase order number will amount to a purchase order. Invoices received for work where no corresponding order exists will not be paid.

Any information and data created as a result of any contract placed from this exercise will be the property of CMAL.

(1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.

(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.

(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.

(8) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established

(9) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.

Economic and financial capacity


(1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.

(2) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

(3) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.

Technical capacity


(1) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.

(2) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.

(3) Samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests.

(4) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided

(5) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures;

(6) An indication of the proportion of the contract which the services provider intends possibly to subcontract.

(7) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate.

(8) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract.

Additional Information

It is a MANDATORY requirement that tenderers must visit the sites listed below BY 27 February 2015 and failure will result in exclusion if not adhered to. IF YOUR INTENTION AND SUBSEQUENT CONFIRMATION OF ATTENDANCE IS NOT LOGGED BY CMAL BY 27 February 2015 THEN YOU WILL BE EXCLUDED FROM THIS EXERCISE. To ensure appreciation of the challenges of fulfilling this contract and accuracy of costs, as a minimum bidders are required to undertake site visits to the undernoted typical locations to assist in preparation of their tenders. Note that visits must be undertaken with permission of the current CMAL harbour operators, CalMac Ferries Ltd (CFL) and will be subject to appropriate method statements and risk assessments being submitted for the visits if requested. It is acceptable for these to be generic for each location.

Submissions can be created and submitted up to the stated tender deadline. Once the deadline has passed submissions can neither be created nor submitted. It is not advisable for Suppliers to wait until the last moment before creating and dispatching a response in case of any last minute problems. Please note large files should be uploaded as early as possible to ensure transfer before deadline. If a Supplier is having problems uploading to the PCS site, then CMAL must be informed well in advance and depending upon the merit of the case, CMAL may arrange for the tender to remain open on the PCS system for a short period after the deadline time stated. System problems do not fall under CMAL'S remit and should be referred to PCS. Suppliers may upload more than one submission if size of submission is an issue. Suppliers are limited to 10Mb per file and 30Mb in total per submission. So for example if a supplier has 90Mb to upload then could do it in 3 submissions and provided the supplier relates the submission together, for example it is 1 of 3 etc. then we will add the submissions together at opening. If suppliers have any problems with upload please contact the PCS Helpdesk.

Postbox Security: Postbox submissions cannot be accessed by anyone, including Millstream, (the provider of the Public Contracts Scotland system) until the deadline.

All information submitted to CMAL may need to be disclosed and/or published by CMAL in compliance with the Freedom of Information (Scotland) Act, 2002 (FoISA). Even where you have indicated that information is commercially sensitive, CMAL may disclose this information where it sees fit, so that CMAL’s statutory observations are met. For the avoidance of doubt, the following updates in respect of Caledonian Maritime Assets Ltd INVITATION TO TENDER FOR PROVISION OF A LEASED- NETWORKED DIGITAL CLOSED CIRCUIT TELEVISION SERVICE WITH OWNERSHIP OPTION should be noted. 1. Reference Schedule 2[B], Section 2. IP Cameras, last paragraph: ‘For a monitoring task, the CCTV camera should be configured so the targets occupy no less than 5% of the screen; for a detection task, targets should occupy no less than 10%; for the recognition of a target, no less than 50%; and no less than 120% for identification.’ For clarity this should now read: ‘When a target of average height (5’4” to 5’8” or 1.64m to 1.76m) is viewed within a video stream of 1920x1080 resolution on a display with 1920x1080 resolution, the following percentage screen height of the display should be achieved to satisfy the purpose for which the image is being used: for identification, the target should be at least 40% of screen height for recognition and detection, the target should be at least 10% of screen height for monitoring, the target should be at least 5% of screen height.’ 2. Tenderers are reminded the camera quantities contained in Appendix B – Indicative CCTV Location Plans and Appendix C – Indicative Camera Requirements by Location are suggestive and based upon potential existing harbour infrastructure mounting positions and perceived fields of view which during survey or system design may be deemed unsuitable or not required. Final quantities and specifications will only be accurately determined by the Supplier preparing his own detail design and drawings for the CCTV system. It should also be noted some indicative cameras, e.g. external seaward approach cameras, may not be indicated on Appendix B drawings. 3. Reference Appendix C, second column entitled: ‘Internal IP66 Dome Camera’. For clarity this should now read : ‘Building cameras, IP66 Dome Cameras, Internal and external’
