III.1) Conditions for participation

III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

III.1.2) Economic and financial standing

Minimum level(s) of standards required:

Bidders will be required to have a minimum “general” yearly turnover of GBP 70000 for the last three years.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:

Employer’s (Compulsory) Liability Insurance = GBP 5 million

Public Liability Insurance = GBP 10 million

Professional Indemnity Insurance = GBP 100000.

List and brief description of selection criteria:

Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional qualifications: Relevant technical, professional and / or managerial qualifications.

Bidders will be required to confirm that they will employ environmental management measures that meet the following requirements: Environmental Management Policy Statement and reporting on effectiveness of measures taken.

Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice.

Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.


Minimum level(s) of standards required:

Bidders will be required to provide examples of works carried out in the past five years that demonstrate that they have the relevant experience to deliver the work as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice.

A national contract notice was previously published for this requirement on 17 September 2015 on the procurement portal Public Contracts Scotland. The Notice was cancelled on 11 January 2016 as the bids received breached the OJEU threshold. The requirement is now being tendered, with revised specification and documentation.

This notice has been cancelled. The original deadline date of 08/09/2016 is no longer applicable.

Having considered all tender submissions for this contract opportunity, Zero Waste Scotland has determined not to award a contract as a result of this procurement process.

After assessing submissions, including attendance at site visits, the Panel has determined that no suitable tenders were submitted.

Zero Waste Scotland is now considering alternative approaches to delivery of the service, which will be based on an in-house solution.
