Abstract: Skills DevelopmentScotland is undertaking a competitive grant process which is not subject to EU Procurment Directives. The competitive grant funding process will be restricted to proposals from the third sector and social enterprises. The competitive grant process will be conducted through a two stage process - there will an initial pre-qualification. Those organisations which satisfy the pre-qualification requirements will then be assessed against evaluation criteria which are available in the documentation provided.
The aims of the fund will be to help young people (16-24) to move towards and into employment. The aims of the challenge fund are to:
Deliver successful outcomes for young people in terms of Employment
Support successful transition into education and learning
Add value to existing interventions
Support innovative and creative approaches.

Minimum standards and qualification required

Please note this tender is only open to Social Enterprise and Third Sector Organisations who meet the following definition:

The 'Third Sector' covers voluntary and community organisations, volunteering bodies, charities, social enterprises, co-operatives and mutuals. These organisations are not public or private commercial sectors, driven as they are by a particular cause or set of social values and principally re-investing any financial surpluses to further these objectives. The term is not defined in legislation and is sometimes used interchangeably with the term 'voluntary sector'.

Social Enterprises are businesses trading for social and environmental purposes. They are distinctive because their social and/or environmental purpose is absolutely central to what they do - their profits are reinvested to sustain and further their mission for positive change.

In light of questions being raised about the minimum standards required to submit a bid for the Social Enterprise and Third Sector Challenge Fund, SDS have agreed with the Scottish Government to revise the way in which we will review a bidder’s financial standing. The advertised requirement had been that all bidders must have a turnover at least 4 times greater than the level of funding they had applied for, but this will now be replaced by a more comprehensive test which will allow smaller, well run organisations with suitable experience to submit bids for this programme. A copy of the new Financial Analysis process has been uploaded to Public Contracts Scotland, and bidders should familiarise themselves with its requirements prior to submitting a proposal. To facilitate this revised approach, SDS will require all bidders to provide a copy of their latest 12 months accounts (or part year accounts if in operation for less than 12 months), in addition to with their Turnover figures for each of the last 2 years. Where this information is not available, Bidders should contact SDS for further guidance. Where an organisation is newly formed, SDS may seek assurances or further information on your financial standing before evaluating your submission.
